How does a city manage deteriorating, privately-owned, maritime infrastructure?

Key challenges included the complex ownership of once-heroic marine-industrial infrastructure amid a changing shoreline. New management and development strategies ensure that the future riverfront is not only vibrant but also resilient to the ongoing impacts of sea-level rise.
